This still varies widely depending on how you yourself play the game. Ie, if you're a good distance engager but really aren't great in close quarters, it really doesn't matter what you have equipped if you're hitting walls most of the time. points at self
That being said, I feel as if these don't really improve much in terms of skill:
- Bolt Pistol
- Ion Pistol - I also love it and will eventually proto into it, but the overheat draw back just doesn't make it a class weapon
- Shotgun - even the militia does enough damage at close range that I've never needed to go beyond with a cloak. However, taking out proto heavies is going to take some creative flailing.
- Sniper (unless you're a great sniper, the increased zoom and rate of fire helps, but honestly, I counter snipe snipers with my militia sniper starter fit all the time). But those snipers that can kill me while I'm falling mid air, those guys definitely find it a worthy investment.
- SMG. Close range saver. I've honestly done more with my Toxin BPO SMG than another other sidearm. It's just a lot of bullets.
- Assault Rifle - I only include this here because the ADV tier seems to be the favorite go to weapon for a lot of players without a real need to go into full proto to get the benefit.
Those that require plain player skill to be good:
- Plasma Cannon. It's a lol weapon used by trolls. Rarely do I ever see people use this against vehicles
- Mass Driver. Because the radius is small, you better be accurate to be deadly. Also, most heavy races have such high resistances it almost negates all your bonuses.
- Pistols - in general you just have to have patience and gun game. I know some players that run around with double Scrambler Pistols and dominate.
These are ones that I find become absolutely devastating at higher levels:
- Laser Rifle - if you have reaaaaaaaaaally steady aim and you skill into these, everyone evaporates before your eyes
- Scrambler Rifle - can't tell you how much I hate this rifle. It's so overwhelming. I'm frequently 1 or 2 shotted by the proto tier of this weapon. At the higher levels and fully automatic + the charged shot, I rarely see these guys overheat which makes it that much more dangerous.
- Proto forge - AV greatness
As for the others, I find them just fun weapons. MagSec is super fun but I don't feel it excelled or fails in any way. I don't particularly feel the Nova Knives needed an improvement but I am also a proto Min Scout so I get passive bonuses so I believe my view is already skewed. Flaylock used to be LOL OP, then nerfed to nothing, and now back to just fun. My corpmate has proto flaylock but I don't think it gave him a huge advantage.
That's at least my overview. That being said, if you're up against someone with the same weapon as you but feel as if they're way out classing you, be aware that person probably has proficiency into those weapons which really do make a difference.
TL;DR: it's going to vary wildly depending on your personal play style

Huh. So are many of these guys anything but amarrsaults and Amandas? Also, do you know much about the breach shotgun? I tried using that horrid thing and it ended badly even with scouts.
Pretty much all the guys you see rocking the scrambler rifle are in Amarr Assaults or Commandos. More than likely, they are proto'd into the suit but stay in a lower tier suit. Once you get the proto skill, it applies to any level of suit of that class.
My corpmate is a proto Amarr Assault with a Proto Scrambler rifle. He can almost empty his entire clip before overheating. I think he said all but like 2 rounds or some such low number. It basically equated to 1 engagement before overheating = ~1300 dps. He giggles when he runs the suit because he melts heavies.
Tried the breach shotgun. Hated it. It's a really niche weapon, even among those that are veteran scouts.
